# Title: Shaping Policy, Governing Technology: AI, Health, and the Power of Participation

# Abstract:
As artificial intelligence rapidly reshapes the global health landscape, the question is no longer whether AI will influence health systems, but how we will govern it, and who will lead. This lecture explores the dynamics of policymaking and governance at the intersection of AI and health. Part 1 introduces the Kingdon’s Multiple Streams Framework (MSF), illustrating how certain ideas become policy while others are left behind. Through real-world cases—such as Korea’s telemedicine reforms during COVID-19 and the establishment of its AI Future Planning Office—it unpacks different models of governance: network, collaborative, and deliberative. These models reflect how various actors, from governments to citizens, negotiate power and responsibility in shaping digital health policy. Part 2 examines global governance with a particular focus on the World Health Organization (WHO), highlighting its efforts to develop ethical principles, strategic frameworks, and capacity-building initiatives for AI in health. Initiatives such as the Global Digital Health Strategy (2020–2027) and the Global Initiative on AI for Health (GI-AI4H) demonstrate how inclusive, transparent, and adaptive governance can help bridge the gap between innovation and equity. This session invites participants—whether students, researchers, or practitioners to see themselves as policy entrepreneurs and active contributors to the future of global health governance.
